No...You can have Molotovs right out of your FHQ. ("Tier 0")
Only Grenadiers can use rifle grenades and you have to tech-up to Tier 2 regardless of what strategy you're using, so it is a Tier 1 counter. If you had to build the actual T2 building to use them, then they would be a T2 counter, but you don't...

Because I could provide you with 50 situations a day where first burst suppresses cons in different situation.
Pick a random decent streamer(most play germans anyway) and watch his games for 2-3 hours.
You'll see how MGs are supposed to be used and you'll see that your beloved exception doesn't make the rule.

You also did not specify which "infantry" you were talking about. The MG42 has no problem at all stopping Penal Battalions, Guards, or Shock Troops. The only time an MG42 can be attacked frontally with a Molotov with a single Conscript squad is if it does not have full view of its arc. So for the 1000th time, stop leaving your MG42 alone.
